Established by the Constitution and Laws of the State of New York, the Office of the Richmond County Clerk (ORCC) is Staten Island's oldest governmental institution.
Founded in 1683, the ORCC serves as a Constitutional Office and a diversified government service organization, overseeing four core business segments:
- Office of the Clerk of the County
- Office of the Clerk of the Supreme Court
- Office of the County Register
- Office of the Commissioner of Jurors
As Chief Recording Officer, we provide a wide range of public services and serve as the official records repository for Richmond County. We manage and maintain millions of vital legal documents and public records related to business, court proceedings, and real property matters. Additionally, we oversee various miscellaneous filings, collect associated fees and taxes, and serve as a revenue collection agency for the City and State of New York.
